The game was met with largely negative reviews, mainly due to overly cryptic and complicated control schemes and poor design. The co-op mode was not available on Game Boy and Game Gear systems. In another mode, however, Batman and Robin can attack each other, but still need to look out for enemies and have separate credit counts. In one mode, Batman and Robin work together and cannot harm each other, although they share credits. There are two kinds of Co-op modes in Batman Forever.

The Game Boy and Game Gear versions do away with a majority of the puzzle-solving of the SNES, PC and Genesis versions and opt for a more traditional platform fighting game.

The PC version is the same as the SNES and Genesis versions, but has superior graphics, and Batman and Robin appear in their movie attire it also has loading delays. The two most prominent ones are the constant load screens (where the game will display "HOLD ON") on the Super NES version, and the much more Mortal Kombat-like controls as well as moves on the Genesis version. The Super NES and Genesis/Mega Drive versions of the game are almost the same, but present very glaring differences. There are also four hidden "blueprint" gadgets. The gadget list is selected by the player each level, with three standard gadgets for each character and two gadgets selected from a list. In order to jump down off platforms, the player has to slightly push the R button, before pushing down on the Super NES version. To use the grappling hook, the SNES version uses the unconventional combination of pressing the Up button slightly before the Select button. Some gadget moves involve moving away from the enemy right before pressing a punch or kick button, which creates problems since the game only keeps the players facing enemies if they're close enough to each other.
The controls are largely based on move lists and key sequences.
There is also a fighting game mode called "training mode" where the player can play as Batman, Robin, or any of the enemies found throughout the game against either a computer-controlled opponent, against a second player, or cooperatively against two computer opponents. The player plays as either Batman or Robin. Batman must battle Two-Face and The Riddler with help of an amourous psychologist and a young circus acrobat who becomes his sidekick, Robin. The Sega Game Gear, Game Boy and PC versions were developed by Probe Entertainment. Its lighter, brighter, funnier, faster-paced, and a whole lot more colorful.
